Christopher HombergerandLunny Xiao	e14f42c40a	Add ACTIONS_RESULTS_URL to env (#473 ) actions/upload-artifact@v4 and actions/download-artifact@v4 depend on this variable BaseUrl in a url are ignored by the nodejs code of the new actions, so this change doesn't append the path of the older `ACTIONS_RUNTIME_URL`.
